Treaty Settlement
Background
Ngāti Pāoa has negotiated to settle its long outstanding historical grievances against the Crown for breaches of the Principles of Te Tiriti o Waitangi / the Treaty of Waitangi.
The Ngāti Pāoa Treaty settlement comes as a package, made up of four elements:
1. Ngāti Pāoa Deed of Settlement
On 20 March 2021 Ngāti Pāoa and the Crown signed a Deed of Settlement. As at September 2024 the Ngāti Paoa Claims Settlement Bill is progressing through Parliament, and is awaiting its third and final reading, after which it will be passed into law. This will settle Ngāti Paoa’s historical Treaty grievances and transfer cultural and commercial redress to Ngāti Pāoa.
2. Pare Hauraki Collective Redress Deed
On 2 August 2018 Pare Hauraki Iwi (including Ngāti Pāoa) signed the Pare Hauraki Collective Redress Deed. The Pare Hauraki Collective Redress Bill is currently before Parliament, awaiting its first reading. This will provide Ngāti Pāoa commercial and cultural redress collectively with other Pare Hauraki iwi.
3. Ngā Mana Whenua o Tāmaki Makaurau Collective Redress Deed, and 2014 Act
Sometimes called the ‘Tāmaki Collective’, this Deed (and settlement Act) provides Ngāti Pāoa collective redress with the other Mana Whenua of Tāmaki Makaurau, including ownership of Tūpuna Maunga, and rights of first refusal over Crown land.
4. Marutūāhu Iwi Collective Redress Deed
Ngāti Pāoa Iwi Trust is currently undertaking a ratification process for the Marutūāhu Iwi Collective Redress Deed, which provides collective cultural and commercial redress. Further details can be found in the ‘Marutūāhu Iwi Deed – Ratification’ page of this website.

Ngāti Pāoa Iwi Trust mandate documents
The Ngāti Paoa Iwi Trust is the mandated body to represent Ngāti Paoa and is the post-settlement governance entity for the iwi. The mandate documents included below are for historical reference. They relate to the beginning of Treaty settlement negotiations, before establishment of the Ngāti Paoa Iwi Trust in 2013, and to the period leading up to the signing of the Deed of Settlement on 20 March 2021.
